Ability to correctly parse subject of the email with UTF-8 encoding

      Problem Definition

      Currently, the subject of the emails sent from the domain 163.com are not parsed correctly by Jira. Due to this, even when the email contains an issue key in the subject line, Jira mail cannot identify it and instead of adding the body of this email to the existing ticket, Jira ends up creating a new issue.

      The subject of the emails sent from this domain is UTF-8 Q encoded.

      Suggested Solution

      Allow Jira to identify the encoding and parse the subject correctly so that it can identify all the characters in the subject line and then process the email accordingly
