Creating a request with attachments from within Jira shows attachment panel

      N.B. This bug applies to both the old issue view and the new issue view.

      Issue Summary

      Requests raised on behalf of a customer using global create in Jira displays initial attachments in a separate Attachments panel, whereas requests raised by customers via email or from the customer portal display initial attachments as a comment.

      Steps to Reproduce

      1. From within Jira, click the Create button.
      2. Select a Jira Service Desk project.
      3. Select a request type
      4. Choose a customer in the 'raise on behalf of' field
      5. Add an attachment during issue creation.

      Expected Results

      The attachments added during the creation of the request should be displayed as a comment, as it does with requests created via email or from the customer portal.

      Actual Results

      The attachments show up under an Attachments panel

      Workaround

      Add attachments to request after it has been created so that it displays in comments (and to customers, if desired) OR raise request via portal.
