Issue Summary

When using the Jira Service Desk Zapier app to automation request creation, requests intermittently fail with a 403 response code. They usually work when re-run.

Steps to Reproduce

1. Create an account with Zapier
2. Set up a Zap that uses the Create Request action
3. Execute the Zap

Note: This issue cannot be reliably reproduced, but error logging points to an issue with the way we determine the scopes allowed for an endpoint in Jira.

Expected Results

The Zap is executed and a request is successfully created.

Actual Results

The request fails with a 403 response code and the error message "OAuth2.0 is not enabled for this method"

Workaround

Retry the failed Zap manually.
