Users missing from Customers listings in some JSD instances

      Issue Summary

      Customers are missing from Customers list.
      As a result, agents cannot pick customers from user pickers.

      Scenarios:

      • JSD customers are randomly dropped from JSD project where the setting allows anyone to access project
      • JSD customers are randomly dropped from JSD project where setting allows to only manually add JSD customers
      •  A site-admin added a customer in the service desk project. But after refreshing the page, the customer is no longer there and not searchable.
      • Customers are disappearing from JSD organization when checking one example customer in user management > jira service desk, it seems that the customer becomes inactive. You would access customers via https://<instancename>/projects/<projectkey>/customers

      Steps to Reproduce

      1. Access Jira service desk customers page
      2. Search for existing customer that is impacted

      Expected Results

      Agents are able to see the customer in the list

      Actual Results

      Agents are unable to see customers , as they are not in the list

      Workaround
