Help Center fallback background flickering

Steps to Reproduce

1. Click on Jira Icon(top left corner) > Jira settings > Products > Jira Service Desk > Configuration
2. In the Help Center section, click View and customize.
3. Set a background image.

Expected Results

Once the help center page is loaded we should see the background.

Actual Results

Before the image is fully loaded the background color is shown.
