Allow anonymous access to portal but require login to raise request

      Problem definition

      If anonymous access is allowed, any customer may raise a request without logging in. Should we want to allow anyone to be able to read our portal articles for self help, they would have the ability to raise tickets without logged in to.

      Suggested solution

      Allow the ability for anyone to access the portal articles but require login to raise requests
