Allow attachment to be embedded as in-line attachments for Email Notifications

Problem Statement

Currently, accessing attachments would require the customer to login via the customer portal to download and view the content of the attachments

Suggestion

Allow attachment to be embedded as in-line attachments for Email Notifications so that customer does not have to login via the portal in order to view the attachment.
