We would like to have ability to control captcha in Customer Portal: turn on and off when needed and also force all customer to use it if needed.

+1 , we use JSM to raise application account creation, however the reCaptcha blocks China's users to submit their form, which means they need to use VPN or a proxy to submit their form.
We are currently using JSM in my organization for users to provide feedback on our software, however reCaptcha is failing for many of them, which means they are unable to give their feedback.
We also have customers all over the world and we want the ability to manage CAPTCHA as well.
Our organization was affected by this. We would like the ability to turn reCaptcha on and off.

This option would be nice for us, as we have a lot of users located in China.
For now this flag can only be deactivated by submitting a request to Atlassian support, so I guess handing off this flag to Jira Service Management administrators would be a step in the good direction, until the captcha option can be switched per user, or per user group.
Please include this feature to check the anonymous user login if we gave customer permission as "open" in JSM.
This helps us to prevent the attacks.
