      Collaborators can't link Software issues with Service Desk tickets on the New Issue View

      Steps to Reproduce
      Have collaborator with Agent permissions, but no JSD license. Try linking a Software issue to A SD ticket.

      Expected Results
      The issues will be linked.

      Actual Results
      It'll throw an error 401 on the new issue view, but will be linked on the old issue view.

      Workaround
      Use the old issue view
