Allow reordering of custom reports

      Problem Definition

      If you have a large amount of custom reports it would be beneficial to be able to drag and drop to re-order them as currently they stay in the order they are created.

      Suggested Solution

      Allow reports to be dragged and dropped like the Queues behave
