Adding email address(es) not part of the organization in the TO/CC list will cause even organization customer's emails to not be added as Request Participants.

      Issue Summary

      While sending an email to a service desk project's email channel, if the TO/CC list contains email address(es) which are not part of the same organization as the reporter, then none of the CC(ed) email addresses are added as request participants.

      Steps to Reproduce

      1. Set a JSD project customer permissions to "Who can customers share requests with? Other customers in their organization. If they're not in an organization, they won't find anyone.";
      2. Add Customer A and Customer B to an Organization A;
      3. Customer A sends an email to the project's email requests address with Customer B and Customer C, on the To or CC* fields.

      Expected Results

      Jira creates a ticket with Customer A as reporter and Customer B as request participant, Customer C is ignored

      Actual Results

      Jira creates a ticket only with Customer A as a reporter and ignores Customer B and C as request participant

      Workaround

      Change customer permissions to "Who can customers share requests with? Any customer, by typing an email address."
