Mention customers does not sends them an email

    Description

      Customers show in the list of users when I mention them. I would expect an email to be sent to the customer if I mention them in a comment.

      This is useful because it simplifies the email notification scheme for us. I can turn off all email notifications and just rely on mentions to email the customer. This helps when I want to roll out the portal to specific customers, and use email correspondence for others.
