Currently, Confluence does not support properly support multiple language versions of pages within the same space (see CONFSERVER-57384, CONFCLOUD-1076). A common workaround is to make multiple spaces, one for each language.
Service Desk itself supports multiple language localization, however, we are forced to make multiple Confluence spaces and Service Desk can only connect to one at a time. Therefore, due to the limitation in Confluence, we have to make multiple Service Desks, one for each language.
Of course, I would prefer to properly support multiple language versions of pages within Confluence, but we gotta start somewhere...
