Description
Summary
When a customer portal set as a login-free portal, the notification should follow the default language. For example a default langauge is "France". When the second language is set to either "English (UK)" or "English (United State)" , the notification is send with English language. However, when the second language is other than English , the notification is send with default language which is "France".

Steps to Reproduce
- Set project language support default with "France".
- Set the second language with "English (UK)"
- Set the Customer Permission as "Anyone can send a request without logging in"
- Then, open the customer portal and create an issue using a non existed customer email for "Email confirmation to"
Expected Results
Request created notification is send in "France" language.
Actual Results
Request created notification is send in "English" language.
Notes
I tested setting the second language to "Russian" , the request created notification is send with "France" language , which is the expected result.
