1 I want to manage this list and I want to add my domain @wes.org to the white list.

        So when I resend the invitation it is not going to be blocked.

      2 Or when I resend invitation it should unblock that email address.

      Thanks for contacting Atlassian Support!

      We have analyzed all of the mentioned emails and they were all in our email suppression list.
      The reason they were added to our suppression list was:

      550: 550 Invalid Recipient - https://community.mimecast.com/docs/DOC-1369#550      

      So, what happened is that JIRA tried to send the invite to those addresses and because of the above reason couldn't reach the user mailbox. Our email system maintains a suppression list of recipient email addresses that have recently caused a hard bounce for any customer.
      If you try to send an email to an address that is on the suppression list, the call to JIRA succeeds, but it treats the email as a hard bounce instead of attempting to send it.

      Just to make sure no other user was impacted I have done a bulk search for your domain and it turens out we had more emails at the same state:

      I've removed the address from the suppression list, but you still need to verify this issue with your Email administrator to make sure in the next attempt we'll be able to reach the mailbox of that user.

      Once you have the error resolved just trigger a reset password email for these users.
