Restrict reporter from choosing themselves as approver

Problem Definition

Currently approvers can be configured to have default values or user input. However, by allowing user input would allow the user to select themselves as the approver.

Suggested Solution

Allow restricting reporters selecting themselves as approvers.

Why this is important

In some cases, having the reporter themselves to approve their request is not ideal and but configuring a preset approver is not wanted as the approvers could differ.
