Summary
If you view the customer portal ticket creation fields in the mobile browser, the tooltip can be out of position which doesn't allow you to read the tooltip at all or will block the field vision, so when you type you can't see what you are typing in the field because the tooltip is blocking it and you can't disable it as well, as it pops up while typing.
Environment
Mobile Browser(iOS and Android) - Google Chrome, Opera, tested so far, likely more browsers are affected.
Steps to Reproduce
- Go to a customer portal and choose any request types to create an issue
- Check any Request Type with default options such as Summary or Description which comes with a tooltip to suggest the written content
- Clicking on the field will obstruct your view with the tooltip popping out or if you click on the tooltip, it will show off-screen or out of position.

Expected Results
Able to view the tooltip when necessary and in the correct position, able to click the tooltip so that it doesn't block field of view when not needed.
Actual Results
The tool-tip blocks the view when the field is clicked on and highlighted automatically and sometimes the tool-tip shows of-screen, this also is influence on how much text is in the tool-tip.
