Problem Definition
When an assignee belongs to the organization which the request is shared with, the assignee is treated as a customer and would not receive internal comment notifications.
Suggested Solution
Allow the assignee to receive internal comment notifications although they belong to the organization.
Why this is important
In an in-house support system where all requests get created by internal users and all the agents are internal users belongs to the same organization causes all internal users when being an assignee to be treated as a customer and would not receive notifications for internal comments. Changing the Should customers receive Jira notifications? to Yes, send customers both Jira Service Desk and Jira notifications is a global config will cause internal users who are acting as a reporter/request participant/organization member to receive duplicate notifications.
