Description
Summary
The customer notification for Jira Service Desk newly created projects for comment on transition is coming doubled (Public Comment notification), the customer receives the same information twice on a notification email:

Steps to reproduce
- Create a Jira Service Desk project of any of the available templates.
- Raise a ticket and make a transition with a screen to add a comment together.
Expected behaviour
A notification is triggered for the transition comment through email.
Actual result
Two notifications are triggered for the transition comment through email.
Notes
Normal comments on the issue do not trigger the bug.
Automation that sends email also sends duplicated message on the email body.
