When creating a ticket by email and adding request participants in 'cc', those don't get the create issue customer notification

      Summary

      When creating a ticket by email and adding request participants in 'cc', those don't get the Request created notification even though the Customer Notifications settings are set to be sent to all Customers involved.

      Steps to Reproduce

      1. Set Customer notifications for Request created event to be sent to all Customers involved
      2. Send an email to create a new ticket adding other customers in cc.

      Expected Results

      All customers involved, including request participants, should get the issue created notification.

      Actual Results

      Only the reporter of the issue gets this notification.

      Workaround

      Enable the Participants added notification for all Customers involved. Then the request participants will get that notification instead.
