Ability to remove the Help Center link from portal pages

Problem Definition

The user is unable to remove or edit the visibility of Help Center Link above the Support Center Name, user also feels it's redundant as the logo link and title link both redirect to the same location.

Suggested Solution

Allow user customization options to remove or edit the visibility of the Help Center link.
