Steps to Reproduce
- Create a user picker custom field
- Add the field to a Service Desk project
- Create an issue and add an user to the custom field
- Delete the user
- Try transitioning the issue on portal
Expected Results
Issue is transitioned

OR - Create an user with the same username and deactivate him
