Service Desk does not disable the request types whose configuration may be broke.

      Request types are disabled, whenever there is a chance that 'Create Request' for that request type would fail.

      E.g. Field configuration of the related issue type has a field which is marked required, un-supported on portal yet, and is not allocated a default value yet.

      SD tries to fore-warn Service Desk admins by showing them a warning, and disables the request types.

      This functionality seems to be broken.
