Contradictory Password Policy

We are about to launch Jira Service Desk, and have just rolled out the Testing Phase with selected customers. And almost immediately there are complaints on the Password policy Settings.

I have checked a similar issue JSD-1534, and this is definately a Variation of it.

This is the Problem description:

1. Customer tries to create an new Login account
2. Password is rejected
3. Customer uses a different password
4. Account is successfully created
5. Customer goes to "Profile Setting", and changed the Password to the one that was rejected in the first place.
6. Password is accepted.

Could you please check asap? It sounds like a Variation of the similar bug.
