No error message if password does not meet the password policy requirements

      In the Customer Portal Signup, no error message if password does not meet the password policy requirements.

      Steps to Reproduce

      1. Set the JIRA Password Policy to Good
      2. Enable Public Signup in Service Desk for customer to create user account in the Customer Portal
      3. Tried to Sign up for an Account in the Customer Portal
      4. If password set does not meet the Password Policy, it will not show error but it will fail the account creation
      5. JIRA logs shows

      Expected Results
      JIRA Service Desk public signup should show error if the password does not meet the password policy requirements.

      Actual Results
      JIRA Service Desk public signup is not showing any error if the password set does not meet the password policy requirements.
