Summary
When submitting a new request in Service Desk as a Customer with Browse User Global Permission, the Service Desk Customers is unable to use the User Picker

Steps to Reproduce
- Create a Service Desk
- Create a new user (make sure they do not have Service Desk Application Access)
- Add the new user as a Customer in the specific Service Desk
- Make sure the user is part of a group that has the Browse Users Global Permission
Expected Results
The User Picker should allow searching of users
Actual Results
The user picker does not allow searching of users in the Service Desk
Notes
Adding the user to the Service Desk Administrators or Service Desk Team group does not change this behavior
Giving the user Service Desk Application Access appears to resolve this behavior
Workaround
There is no workaround outside of giving the user Service Desk Application Access. This does take up a Service Desk license however.
