As a Service Desk admin I'd like to be able to disable the Smart Portal and revert to the older layout

      Problem Definition

      JIRA Service Desk 3.1.x introduced the Smart Portal and with it there was a dark feature to allow service desk admins to opt out of using it and revert to the older layout.

      JIRA Service Desk 3.3.x appears to have removed this option for disabling the Smart Portal.

      Suggested Solution

      Provide some method by which the use of the Smart Portal can be avoided.
