Fields in the SLAs panel are not translated and not translatable

      Problem

      The fields in the SLAs panel are not translated to other languages when the application default language is set to other languages such as French, German and etc.
      The fields are also not translatable using the InProduct Translation plugin.

      Steps to Reproduce

      1. Log in to JIRA as an admin.
      2. Go to JIRA Administration > System > General configuration, change the Default Language to any other language, for example Spanish.
      3. Open an existing issue which SLAs panel is present.
      4. Check on the fields in the SLAs panel.

      Expected Result

      The field name in the SLAs panel are as the default language.

      Actual Result

      The field name (Time to resolution) in the SLAs panel are still display in English.
