Issue Summary

Attachments in a canned response fail to load when the canned response is used by a user other than its creator. The attachment loads successfully when the user who created the canned response uses it.

Expected Behavior

Attachments included in a canned response should load successfully for all users who are authorized to use that response, regardless of who created it.
