Issue Summary
When a Maintenance Window is configured with the "Turn On" (Enabled) state targeting a Team Notification Policy that is manually set to Off in Team settings, the policy remains Off while the maintenance window is active. The maintenance window silently fails to activate the policy as the UI implies it should.
Steps to Reproduce
- Go to a Team's Notification Policies and manually toggle a policy to Off
- Create a new Maintenance Window targeting that policy with the state set to "Turn On" (Enabled)
- Wait for the maintenance window to become active (or trigger it immediately)
- Observe the policy state in Team settings during the active maintenance window
Expected Results
The Maintenance Window with "Turn On" selected should activate the targeted policy during the scheduled window, regardless of the policy's current manual On/Off state. Consistent with the UI label's implication. After the window ends, the policy should return to its previous Off state.
Actual Results
The policy remains Off throughout the active maintenance window. No error or warning is shown to the user. The "Turn On" option in the Maintenance UI creates a false expectation that the policy will be enabled during the window.
Workaround
Keep the Notification Policy set to On in Team settings and use Time Restrictions within the policy configuration ("Only during following times") to control when it fires. Maintenance Windows should not be relied upon to activate disabled policies.
