      "Complete Opsgenie migration" banner/popup incorrectly shown to basic-role (non-admin) users

      Steps to Reproduce

      1. Have an Opsgenie account with a user bearing a basic role (not Owner/Admin).
      1. Log in as that user and navigate to JSM Operations pages.
      1. Observe the "Complete Opsgenie migration" popup appearing at bottom-right.

      Expected Results

      Banner should only appear for OG Owners and OG Admins per IPM targeting logic.

      Actual Results

      Banner appears for basic-role users. The popup lacks the "Turn Off Opsgenie" button (which admins see), but the base "Complete Opsgenie migration" popup renders anyway.

      Workaround

      User can dismiss the popup with X. No migration risk exists since the migration wizard requires OG Owner + Site Admin permissions.
