Need Help Center admin role (dedicated, non-site-admin)

      Current State:

      Dedicated Help Centre Admin role allows non-site-admins to manage Help Centre settings (branding, landing pages, portal assignments)

      Description:
      Use Case:
      Organisations with multiple Help Centres need to delegate management of individual Help Centres to team members without granting full Jira site admin access. For example, a company with 500+ agents across various JSM spaces may set up a dedicated Help Centre for an external customer engagement, where the responsible team should be able to independently manage branding, landing pages, and portal assignments for that Help Centre alone.

      Current Behaviour:
      Help Centre–level settings (Details, Landing pages, Spaces/portal assignments, branding) can only be managed by users with site admin or Jira admin permissions. There is no "Admins" section in Help Centre settings to delegate these capabilities, and JSM Project Admin permissions only cover portal-level content (name, description, announcements, request types), not Help Center–level configuration.

      Proposed Future State:

      Introduce a dedicated "Help Center Admin" role that can be assigned per Help Center, granting the ability to:

      • Edit Help Center branding and themes
      • Manage landing pages
      • Assign/remove portals (spaces) to the Help Center
      • Edit Help Center details (name, description, logo)
