Unable to @mention teams or external users

      Issue Summary

      We rolled a fix for this - https://jira.atlassian.com/browse/JSDCLOUD-1476 but we saw customer were unable to mention teams or external users in issue comments.

      Steps to Reproduce

      Possible reason it is happening is when the project is of type OPEN. Steps to replicate:

      1. Create a private JSM project
      2. Create a customer org and add 5 users
      3. Associate the customer org with the JSM project
      4. Run mention search in issue view
      5. Change the project to be open JSM project
      6. Run another mention search in issue view

      Expected Results

      Customer should be able to mention teams in comments.

      Actual Results

      Customer were not able to mention teams in comments.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
