Current State:
Currently, only individual users can manage the visibility of their own contact methods (e.g., setting them to "visible for non-admins" or "hidden for non-admins"). Global Operations Admins do not have the permissions to override or manage these visibility levels.
- Set hidden for non-admins
- Set visible for non-admins

If it is hidden for non-admins then there is no way for them to identify the contact details for the on-call users as shown below:

Proposed Future State:
Provide Global Operations Admins with the administrative permission to globally or individually set and enforce visibility levels for on-call users' contact methods. This ensures that essential contact details on the on-call schedule card are automatically accessible to non-admins when assistance is required for an active incident.
