Adding an existing stakeholder user to a stakeholder group in Communications sends an invitation notification

      Issue Summary

      An existing user who already has the stakeholder role on the site receives an erroneous notification stating that admin has invited them to Jira Service Management when they are added to a stakeholder group via Operations > Communications > Stakeholder groups.

      Steps to Reproduce

      1. Ensure a user already exists on the site with the stakeholder role in Jira Service Management
      2. Navigate to Operations > Communications > Stakeholder groups
      3. Open or create a stakeholder group
      4. Add the existing stakeholder user to the group

      Expected Results

      The user should be added to the stakeholder group without receiving any invitation notification, since they are already a stakeholder on the site.

      Actual Results

      The existing stakeholder user receives a notification that admin has invited them to Jira Service Management, as if they are a new user being invited to the site for the first time.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
