The option to create a new label in a label field on a JSM Form is unavailable.

      Issue Summary

      If a Label field is added to a JSM Form, the existing options for the label field will appear in the form dropdown. However when attempting to add a new label into this field, there is no option to 'create' if typing something that doesn't exist. It just shows 'No Options' in the dropdown.

      Steps to Reproduce

      1. Link a Label Type Custom Field to a JSM Form field
      2. Add a form to a Work Item or navigate to the Form on the Portal
      3. Select the label field on the form and attempt to type in a value that doesn't exist as a label on this field.

      Expected Results

      Within the Jira issue view using a Jira Custom Field, a new label can be added by typing in a value that doesn't exist. An option will appear in the dropdown stating 'Create <typed in content>'. This same behavior should occur for a JSM Form.

      Actual Results

      On the JSM Form, the dropdown will just display 'No Options' and there is no way to create a new value to add the list of existing labels within a label field.

      Workaround

      Using the label field without the JSM form will support functionality. So on the JSM Portal, the field can be added directly to the Request Type rather than through the form. If within Agent view, modifying the linked custom field on the work item view rather than trying to modify the field on the form will support the ability add new values.
