Operations tab is visible for the Jira Users who does not have the JSM license

      Issue Summary

      Jira sites with Jira Service Management Subscription is intended to have the Operations tab for the users with JSM license. But, Operations tab is visible for Jira users with no JSM license which creates confusion. 

      This feature is tied to JSM/Opsgenie functionality and should not be exposed or should fail more gracefully for users without JSM license.

      Steps to Reproduce

      1. Log in to a Jira Cloud site as an org admin / site-admin.
      2. Ensure the user does not have JSM license
      3. Go to Jira settings from the cog menu.
      4. Click on Operations in the left-hand navigation.

      Expected Results

      Operations tab should not be visible in left-hand navigation

      Actual Results

      Operations tab is visible in left-hand navigation and shows an 404 error to the user when clicked

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
