Issue Summary
A warning "Jira Service Management is inactive" banner is incorrectly displayed on the admin hub portal only customers page for site admins, despite JSM being active and fully functioning.
Steps to Reproduce
- Log in to admin hub for an org with an active JSM site configured as a user with the site admin role (and NOT the org admin role)
- Visit the portal only customers page via Apps > Sites > site name > Jira Service Management > Portal-only customers
Expected Results
The page renders with no banner
Actual Results
The "Jira Service Management is inactive" banner is displayed

Workaround
There is no functional impact, the banner is indirectly displayed but JSM is not inactive and customer accounts can still be managed from the page.
