Current State:
In Jira Service Management portals, Helpcenter Landing Pages currently:
- Do not have their own permissions model, and
- Do not inherit the existing Help Center or project permissions.
As a result:
- Direct URLs to Home/Landing Pages belonging to different help centers can be embedded or surfaced on the main Help Center.
- When this happens, external users or customers who do not have access to the underlying portal/project can still:

- Open and view the Home/Landing Page content (including potentially sensitive text, links, or guidance),

- Even though they cannot search for or raise requests in that restricted portal.
This creates a security and confidentiality concern for customers who are relying on Landing Pages to present portal-specific or client-specific information.
Proposed Future State:
Introduce a permissions / audience control model for Landing Pages / Help Centers, so that visibility of these Pages is aligned with the intended audience and underlying project access
