Issue Summary
An exportable report showing Jira Service Management–licensed users, their project access and roles across all projects, and their last meaningful activity (excluding comments).

Steps to Reproduce

1. Admin needs to audit JSM user access and activity.

1. Attempts to:

• • List all JSM-licensed users

• • Identify their project access and roles

• • Find last meaningful activity (excluding comments)

1. Searches in Admin, project People pages, Insights, and standard reports.

Expected Results
Admins can export a single CSV/Excel report with:

• User Name

• Email (if permitted)

• License (JSM)

• Project Key/Name

• Project Role(s)

• Last meaningful update (excluding comments)

Actual Results
No built-in way to generate this report. Admins must manually check each project, use complex scripts, or rely on third-party apps.

Workaround
No simple, built-in workaround currently exists.
