Problem Definition:
Certain locked system fields (request language, Original estimate, time remaining etc) show up at a specific place in the work-item view despite their order set in screen configuration.

Suggested Solution:
Allow admins to enforce the order/position of locked system fields (like any other field) so they appear in their respective positions in the work item view.

From an admin perspective, the inconsistency makes it hard to treat screen configuration as a reliable administrative control mechanism. The admins understand that certain locked fields (e.g., Request language, Original estimate, Time remaining) must appear due to platform features, but they request that their *positions/order be controllable in the screen configuration.
