      PDF attachment fails in forms

      Steps to Reproduce

      1. Toggle on the settings of the forms: Attach a PDF version of this form each time it‘s resubmitted
      2. Sometimes exceptionally it is found that the PDF is not attached in the work item.

      Expected Results

      The PDF is attached in the work item

      Actual Results

      The PDF is not attached in the work item
