Allow admins to hide or remove the Development panel from JSM projects

      Problem

      In JSM projects, admins cannot hide the Development panel on issues, which clutters the agent UI for non‑dev service teams.

       

      Suggested solution

      Provide a per‑project (or per‑space) control to:

      • Completely hide the Development panel in JSM, or
      • Treat it like a configurable panel in the issue layout, or
      • At minimum, let JSM projects opt out of showing it when the project doesn’t use dev tooling.
