Request Type restriction must not affect JQL search for users not added to the restriction

      Problem

      The restriction on who can raise a request affects JQL results for users who have access to the work item but are not listed under the request raising restriction.

      Suggested Solution

      The creation restriction should not apply to viewing or querying work items. The users must be able to search for such requests even if they may not be allowed to raise one.

      Why This Is Important

      For instance, a request type must be raised only by external users requesting access to an application or system and must then be approved by managers or IT admins.

      The system must allow searching those requests via JQL filters and dashboards without adding managers or admins to the restriction list.

      Under the current logic, managers and admins would see no work items under filters because they cannot raise the request.

      View and access restrictions can be handled by work item security.

      Workaround

      Add all the users who must access those request types to the restriction list.
