      Issue Summary

The “Related resources” and “Suggestions” panels in Jira Service Management are displayed in English, even when the user’s language preference is set to a non‑English language (e.g. Japanese).
In particular, the following English message appears in the related resources section:

“The incident doesn’t have enough data or Rovo couldn’t find any relevant resources. If anything seems off, let us know.”

This occurs even though the account, site, and space languages are all set to Japanese.

      Steps to Reproduce

      1. Configure languages as follows:
        - Account preferences language: Japanese
      2. Create a Jira Service Management project.
      3. Go to Project settings → Features, and:
      • Turn on Incident management
      • Turn on Suggestions, and configure an Incident request type.
      1. Create a new work item and set the Request type to Incident.
      2. Open the created work item and view the Related resources / Suggestions panel.

      Expected Results

The message displayed when there is not enough data should appear in the language configured in the user’s language preferences.

      Actual Results

When there is not enough data, a message is displayed in the Suggestions panel and the Related resources section, but it appears in English instead of the language configured in the user’s preferences:

“The incident doesn’t have enough data or Rovo couldn’t find any relevant resources. If anything seems off, let us know.”

      Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
