Current State:

Currently during the migration Daily maintenance if the on-call schedule service is restarted then all the members who are on-call would be getting notifications. 

Proposed Future State:

To prepare better for this it would be nice to send out notifications before hand so that users are aware of the restart and they can plan accordingly.
