Issue Summary

On Jira Cloud sites that do not have a Jira Service Management (JSM) subscription, users and admins can still see the Jira settings > Operations menu. When they click it, the page fails to load and shows a 403 – You do not have permission to access this page error. This feature is tied to JSM/Opsgenie functionality and should not be exposed or should fail more gracefully on sites without JSM. The Operations tab is also visible in the navigation bar to users who don't have Jira Service Management license.

Steps to Reproduce

1. Log in to a Jira Cloud site as an org admin / site-admin.
2. Use a site that:
   1. Has Jira enabled
   2. Does not have a Jira Service Management subscription
3. Go to Jira settings from the cog menu.
4. Click on Operations in the left-hand navigation.

Expected Results

• The Operations menu should not be displayed at all,
  or

• If displayed, it should show a clear, user-friendly message indicating that Operations is only available for sites with Jira Service Management, without a permission error.

Actual Results

Operations is visible in Jira settings to admins without JSM in their Organization. This behavior is confusing to admins, suggests a permissions problem, and exposes a feature that isn’t applicable (or isn’t functioning) in the current product configuration. This behaviour is also faced by the users i.e Operations tab is also visible in the navigation bar to users who don't have Jira Service Management license.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
