Issue Summary

If you add the team via policy on alert creation, the automations for that team aren't evaluated.

Steps to Reproduce

1. Set up an alert automation on a team in operations
2. Create a policy to set the responder of an alert to that team
3. Create an alert

Expected Results

Automations for the team should run.

Actual Results

Automations don't run if the team is added via policy.

Workaround

If the integration is a global integration (not assigned to a team), you can set the team on the Create Alert rule instead of via policy.
