Operations reports not showing in side menu for Operations Global Admins

      Issue Summary

      The 'Operations Global Admin' role grants access to all reporting, but the option has been removed from the side menu.

      Steps to Reproduce

      1. Log in to JSM as a user with the Operations Global Admin role in Operations, but a user role in JSM

      Expected Results

      The side menu should show 'Reports' under 'Operations'

      Actual Results

      The side menu doesn't show 'Reports'.

      Workaround

      Access Operations reports through a team.
