Issue Summary
Schedules are missing their final layers after a maintenance cycle.
Steps to Reproduce
- Change the Compass product version during a maintenance cycle.
- The Operations schedules will missing the on-call information.
Expected Results
The on-call schedule should keep the information even if the Compass license has changed.
Actual Results
The on-call schedule information is missing after a maintenance window with Compass license change.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
